Yes programming is more or less out of scope. Perhaps sharing between
general purpose systems like mathematics <-> maple will be not so common
but there is a need for a common format nevertheless.

One example is an `electronic book' with a front end presenting
mathematics to the reader and a back end pushing openmath out to any
system that cares to read it. This gives more flexibility to the system
than just hardwiring support for one CAS into the book. Of course the
actual programming to support the examples in the book has to be done
separately for each back end system, but a common language for passing
the mathematics allows a certain level of interoperability.
