[om] New XML sources for OpenMath Standard document.

A _draft_ version of the OM standard is available from
http://monet.nag.co.uk/openmath/standard.

This should have the same text as the official pdf file (available from
the same place) except for correction of a couple of obvious typos in
the URI for the MathML namespace (missing //). The major difference is
that the source document is docbook XML rather than TeX.

A rendering to (X)HTML+MathML+SVG via cocoon is also available.
Currently the two SVG images will only work in IE, also versions using
plain HTML rather than XHTML+SVG+MathML can also be produced if people
approve of the general scheme.

Comments on the desirability of having XML (rather than TeX) sources
and on the particular XML in this document are very welcome.
