  In both the Relax NG schemas for content dictionaries and for signature
  files the file openmath2.rnc is imported. I don't believe that this is
  included in the spec. At least if it is, where is it? This should be
  stated surely?

I'm not sure what you want the spec to say?

This is no change from OpenMath 1, in CDs for example OpeMath is used in
FMPs and Examples (as is stated in the spec) and so the dtd or schema
for CDs has to include the dtd or schema for openmath.
