 Davenport/Libbrecht (to appear in Mathematics in Computer Science:
 http://hdl.handle.net/10247/468) responsibility for notation elements can
 lie anywhere. I expect the real question is where responsibility for the
 language to WRITE notation elements lies. This I think is certainly wider
 than OMDoc. Since it is largely attached to CDs, I too would guess that
 OpenMath is the answer. Whether we want to use the same namespace, or a
 new one, is a question I will leave to namespace gurus.
