 Remembering an old discussion from the mailing list ("`[Om3] Two more
 CDBase questions`", March 2008):

 In case an OMS doesn't have a CDBase attribute and none of its ancestors
 within the OMOBJ have, the default CDBase value
 `http://www.openmath.org/cd` applies.  I think it's like this -- but this
 fact is only very implicitly mentioned in the specification; citing from
 section 5.3 "Compliance -> Content Dictionaries":

 > Content Dictionaries available from the official OpenMath repository at
 www.openmath.org need only be referenced by name, other Content
 Dictionaries should be referenced using the CDBase and the CDName.

 Additionally, this should be mentioned when we introduce CDBase and OMS.
