[om-a] New OpenMath Standard Draft and core Content Dictionary distribution

The Esprit OpenMath Consortium has released an updated draft of the
OpenMath Standard, and an updated Content Dictionary Distribution.

The draft standard document (available as pdf and gzipped postscript)
incorporates changes discussed at the last OpenMath Society meeting
in Eindhoven, and several editorial changes and improvements.
As requested by several people at Eindhoven, this version is printed
with marginal notes highlighting changed sections, and a final Change Log
appendix at the end.
