[om-a] Draft version of OpenMath 1.1 available

A _draft_ version of OpenMath  1.1 is available for comment
at
http://monet.nag.co.uk/cocoon/openmath/standard/om11

As Agreed at pisa, this has new text for the om binding construct and to
clarify that you may use the predefined XML entities < etc in the XML
encoding.

Currently it is only available as the Docbook sources, with a client
side transformation to convert to XHTML+SVG+MathML (on IE) or
XHTML+PNG+MathML (on Netscape/Mozilla). Stylesheets to convert to LaTeX
(and so a pdf version of the document) are being developed but comments
on the new text are welcome.
