[om-a] Relax NG schema for OpenMath

I have been experimenting with Relax NG schema for OpenMath, and
deriving DTD and XSD schema from that, rather than maintaining multiple
schema by hand.
The Relax NG schema is much easier to write than an XSD one, and can
express more constraints than either XSD or DTD, notably that OMF has
exactly one attribute, dec or hex.
