I, for one, would be rather dismayed.  However, I feel very strongly
that the solution should lie in allowing OpenMath compliant applications
to negotiate a preferred number base, rather than insisting that
everyone must use base 10 unless they happen to agree on a non-core CD.
That, however, is a matter of a protocol external to OpenMath.
