[om] XML Namespace for OpenMath

Hi David,

your proposal sounds like a very good idea.  I have just two minor
questions:

 - how about openmath.org/OpenMath/XML/Namespace/

 - how about including a version number in the path

The first might be nice because OpenMath will most probably specify
interfaces to systems other than XML, and the URL space thus divides
cleanly at this point.  Dto for the several XML components constantly
being developed (e.g., XLink, Signed XML,.....) with another clean
separation of URL space underneath the XML heading.

Just my $0.02...
