[Om3] DC metadata for content dictionaries

Dear all,

  I'm sorry that I completely forgot to keep up with that discussion. Now I've
done my homework and put my ideas (and more) into the Trac. Note that I'm
still in favour of using dc:identifier, but now I found a better justification
for it; please see my comment on https://trac.mathweb.org/OM3/ticket/38.
