I think that concerned primarily tickets about the contents of _specific_
extant content dictionaries. E.g.

content dictionary at the moment.

Agreed. (I'd like to think I'm doing some work on this, although that is
separate from the OM3 committee work.)

Well, it is generally a good idea to put more in writing than the bare
minimum. I'm not sure if interoperability is something that needs to be
singled out, but that's not a matter that I have spend much time worrying about.
