#86: Announce wiki publicly once editing works

 Once the editing works, announce the wiki in various ways:

  * on the openmath.org main homepage (@Paul, I'll prepare a short text
 then)
  * on the JEM portal
  * on relevant mailing lists (MKM and semantic web communities)

 FYI, OpenMath 3 developers: Concerning the public announcement, I regard
 editing support a major milestone, as I will have fixed many other bugs by
 then.  Editing permissions will still be restricted to OpenMath
 developers, but once the system is sufficiently stable, we can invite more
 people to browse and discuss.
