Same here, and we can add the namespace into the codecs for the NAOMI
OpenMath Java library immediately.
 
I'd say we put it out in our encodings right now, but allow for older
OpenMath XML objects without it until we finally have it in the official
standard. After that, we'll throw an error if the namespace isn't there.
